Scientific workshop on “Dual-Use Products in the Digital Era” at DTU
On July 29, 2026, the scientific workshop entitled “Dual-Use Products in the Digital Era” was held at Duy Tan University (DTU), bringing together researchers, experts, and representatives of technology enterprises. The event served as a forum for discussing emerging technological trends capable of generating value for national defense and security as well as socioeconomic development, thereby strengthening connections among research, innovation, and practical application needs.

The workshop brought together researchers, experts, and representatives of technology enterprises
The workshop introduced dual-use technology products and solutions researched and developed by Vietnamese scientists using domestically mastered core technologies. With their strong potential for practical application in both defense and security and civilian sectors, these technologies can help strengthen Vietnam’s scientific and technological self-reliance and meet the country’s development needs in the digital era.

The presentations delivered at the workshop focused on technologies that are urgently needed and have strong potential for practical deployment. The experts presented a wide range of topics related to dual-use technologies currently attracting considerable interest, including:
- Mini-submarine technology and trends in application development, presented by Dr. Dao Chi Thanh, Chairman of Hoa Binh Company;
- Communication systems, reconnaissance equipment, electronic warfare systems, and radar systems for manned and unmanned surface vessels, presented by Mr. Nguyen Hong Son, General Director of OSB Group;
- Agentis OS: A Green Edge Operating System, presented by Mr. Cu Gia Thinh, CEO and Chief AI Architect of Paphus Solution Inc., Ottawa, Canada;
- An Operating System for Enterprise Digital Operations, presented by Mr. Pham Anh Quang, CEO of Novaza Solution;
- Simulation Technology in National Defense and Security Training, presented by Dr. Dao Chi Thanh, Chairman of Hoa Binh Company;
- Miniature Nuclear Reactors for National Defense and Security Applications, presented by Prof. Dr. Nguyen Quang Hung, Director of DTU’s Institute for Fundamental and Applied Sciences and Technology (IFAST).

The presentations provided a broad overview of the diverse dual-use technologies currently being researched by Vietnamese scientists and enterprises, ranging from vehicles, communication systems, and artificial intelligence to simulation and energy technologies. In addition to introducing new research directions, the speakers emphasized the practical applicability of each solution in both defense and security and civilian sectors, with the ultimate goals of mastering core technologies and strengthening national self-reliance.
Through the “four-stakeholder” model, which brings together the government, investors, scientists, and end users, research outcomes are expected to be connected more rapidly with practical needs, facilitating technology transfer, commercialization, and wider application across various sectors. This approach also represents an important direction for promoting high-tech development and the digital economy while contributing to the implementation of the Politburo’s Resolution No. 57 on breakthroughs in science and technology development, innovation, and national digital transformation.
