On December 28th 2017, the DTU Faculty of Law and the National University of Hanoi held a workshop entitled: “Procedures for prosecuting personal criminal liability and issues in the implementation of the 2015 Criminal Procedure Code”. Leading legal experts and researchers from the National University of Hanoi, the Hanoi Law University, the Hue University of Law, the Supreme People’s Procuracy and the Danang Lawyers’ Association attended.
Associate Professor Dr. Nguyen Ngoc Chi, Director of the Centre for Legal Research & Services at the National University Hanoi Faculty of Law, addresses the workshop
“The recent foundation of a DTU Law Faculty shows that the university plans to provide the local community with a thorough understanding of the law and consult with local government, business and individuals to prevent them from breaking the law,” said DTU Vice-Provost Dr. Nguyen Tan Thang. “DTU will guarantee that its Faculty of Law will be encouraged to organize special events, such as today’s workshop, aimed at increasing the expertise of lecturers and students. We are happy to greet so many experts, ready as always to help us educate and graduate professionals fully conversant with the law. DTU will become the place for us to meet, share our ideas and discuss practical legal issues in Vietnam and worldwide.”
Dr. Trinh Tien Viet, Vice-Dean of the National University of Hanoi Faculty of Law and Head of the School of Criminal Justice, announced that: “The revised 2015 Criminal Procedure Code will take effect on January 1, 2018, which is why this workshop today is so important in providing us with a deeper understanding of the Code and criminal liability, as well enabling us to begin working in accordance with the constitution and the law.”
Personal criminal liability is an important part of the criminal code in most countries. In Vietnam, this issue was addressed in the Criminal Code in 1999, but, since then, there has been little research and few workshops on criminal procedures and personal liability. The workshop attracted many legal experts, who discussed ways of clarifying the issue of personal criminal liability, and compare Vietnamese prosecution procedures with other countries, like Japan, France and the US, on implementation and so on.

Talks were given on topics about the personal criminal liability for offences, which included “Aspects of criminal law and procedures” by Professor Le Van Cam, Director of the National University of Hanoi Faculty of Law Center for Criminal Law and Criminology, and “A comparative study of the characteristics of personal criminal liability for offences under the laws of Vietnam, France, Belgium and Luxemburg” by Associate Professor Trinh Quoc Toan, Director of the National University of Hanoi Center for Comparative Law.
After the discussions, invitees, lecturers and students had a lively debate on the opinions of the experts and the resolutions on personal criminal liability in the 2015 Criminal Procedure Code. Then the Chairman of the workshop, Professor Le Van Cam, closed the debate, noting the results and opinions that were offered at the workshop were a foundation in the development of the Vietnamese legal system.
