Establishing Higher Education Centers in the Four Largest Urban Areas of the Country with Seven Key Universities

On February 27, 2025, the Prime Minister signed Decision No. 452/QD-TTg approving the plan for the higher education network by 2030, with a vision for 2050. This plan includes the establishment of 4 major higher education centers in 4 urban regions: Hanoi, Da Nang, Ho Chi Minh City, and Can Tho.


Specifically, the universities designated as the key of these 4 major higher education centers nationwide are:


• The Higher Education Center of the Hanoi urban area, based primarily on Hanoi University of Science and Technology and the Vietnam National University, Hanoi. 

• The Higher Education Center of the Ho Chi Minh City urban area, centered around the Vietnam National University, Ho Chi Minh City.

• The Higher Education Center of the Da Nang urban area, built on three pillars: Hue University, Da Nang University, and Duy Tan University.

• The Higher Education Center of the Can Tho urban area, with Can Tho University as the core institution.

 

This plan will thus include:


• 2 National universities,
• 2 Regional universities (Hue University and Da Nang University): which will be upgraded to National Universities,
• 2 Universities that have recently been upgraded to National University status: Hanoi University of Science and Technology and Duy Tan University,
• 1 University.

 

Among the 7 universities and higher education institutions designated as the core of the 4 major urban centers, there are 6 public educational institutions and only 1 private institution (Duy Tan University).

DTU regularly organizes career orientation activities for middle and high school students in STEM and STEAM fields.


Decision No. 452/QD-TTg also emphasizes the need to transform the structure of industries and training levels to align with the requirements of knowledge-based economic and modern industrial development, focusing on the training and development of STEM (Science, Technology, Engineering, and Mathematics) fields. The goal is to reach 35% of the total training scale, or more than 1 million learners, including around 7% at the Master's level (and equivalent) and nearly 1% at the Doctoral level.

At the same time, Digital Higher Education will become an important pillar of the higher education system, accounting for 30% of the scale (calculated based on recognized study credits). The plan particularly focuses on developing the Digital Higher Education Network to create breakthroughs in expanding scale, improving quality, and training efficiency. This network will establish key education fields within the national digital higher education system.

DTU has an advantage in developing Digital Higher Education with its well-equipped IT infrastructure and a team of renowned scientists in the field.
