The Young Scientists Conference 2025, themed “Private Sector Development in Vietnam - Theoretical and Practical Issues,” was held at DTU on the afternoon of October 31, 2025. The event, jointly organized by DTU, the Vietnam Law Schools Network (VLSN), and the University of Law under Hue University, attracted a lot of scientists, lecturers, and young researchers from universities and research institutes nationwide.

The conference featured the attendance of Assoc. Prof. Dr. Doan Duc Luong, Rector of the University of Law under Hue University and Head of the Executive Board of the VLSN; Dr. Vo Thanh Hai, DTU Vice Provost; members of the Executive Board; and representatives from VLSN member institutions.

Founded in September 2019, the VLSN has become an important bridge connecting law schools nationwide. With 68 member institutions, the VLSN continually promotes collaboration in training, research, and resource sharing, aiming to develop high-quality legal human resources to support Vietnam’s integration process and sustainable development. As an annual event of the VLSN, the Young Scientists Conference provides a platform for young researchers in law, economics, management, and public policy to meet, exchange ideas, and share their latest research findings.

Dr. Vo Thanh Hai, DTU Vice Provost, stated: “Among the major national issues, the private sector has always received particular attention. As Vietnam’s economy undergoes profound transformation, the private sector is increasingly asserting its role as one of the key drivers of growth, job creation, innovation, and positive contributions to the state budget. However, alongside these achievements, the sector still faces numerous challenges related to institutional frameworks, resources, and corporate governance capacity. I believe that at this conference, with the participation of scholars - especially those in the field of Law - we will gain more multidimensional and comprehensive insights. These will make practical contributions to improving institutions and policies, thereby creating strong momentum to realize the goals set out in Resolution 68: striving for Vietnam to become a developed, strong, and prosperous nation by 2045, when the country marks its 100th anniversary.”

Having joined the VLSN in June 2024, DTU reaffirmed its strong reputation and professionalism in hosting the conference, while emphasizing the significant role of Legal Science in driving Vietnam’s socio-economic development.

With the theme “Private Sector Development in Vietnam - Theoretical and Practical Issues,” this year’s conference focused on exploring both theoretical and practical aspects of private sector development, a vital driving force of Vietnam’s economy. The discussion sessions offered fresh perspectives and proposed approaches and policies suitable for a deeply integrated context.

At the conference, the plenary session featured four presentations, including notable ones such as:

-     “Vietnamese Private Enterprises in the Global Value Chain: Enhancing Competitiveness from an International Standards Perspective” by M.A. Mai Thi Mai Huong and M.A. Le Thi Xuan Phuong (DTU), which focused on analyzing the role of international standards as a legal framework and development direction for Vietnamese businesses in the integration process.
-    “Tax Incentives for R&D Activities: Effectiveness, Risks, and International Experience for Vietnam” by M.A. Nguyen Thu Trang, Nguyen Diep Anh, Nguyen Minh Huyen (Hanoi Law University), which analyzed a pilot policy allowing businesses to fully deduct R&D expenses when calculating corporate income tax-a breakthrough in promoting innovation and the development of science and technology.

In addition, in two thematic sessions, researchers presented six in-depth papers focusing on two main topics:

-    Thematic Session 1: Theoretical Issues in the Development of the Private Sector in Vietnam.
-    Thematic Session 2: Practical Issues in the Development of the Private Sector in Vietnam.

These papers helped clarify aspects related to policies, laws, and mechanisms supporting private enterprises, as well as proposing solutions to enhance their competitiveness in the coming period.

At the event, two educational institutions -Thuy Loi University and Hanoi Procuratorate University-were officially welcomed as new members of the Vietnam Law Schools Network (VLSN). This expansion further confirms the VLSN’s growing influence in building a cohesive academic community, all aiming to enhance the quality of legal training and research in Vietnam.

With an open, professional, and creative academic spirit, the Young Scientists Conference 2025 at DTU left a strong impression, opening up new avenues for collaboration among law schools nationwide. The event not only contributed to promoting scientific research among young people but also affirmed the important role of legal science in the development of the private sector and building a dynamic, sustainable Vietnamese economy in the era of integration.
