On February 27, 2025, the prime minister signed decision nr 452/QD-TTg approving plans for the higher education network until 2030, with a vision toward 2050.

Four centers in four cities
The plan includes the establishment of four major higher education centers around four cities: Hanoi, Danang, Ho Chi Minh City (HCMC), and Can Tho.
The universities designated the core of these four major higher education centers are:
the Hanoi higher education center, centered around the Vietnam National University (VNU) in Hanoi and the Hanoi University of Science & Technology (HUST),
the HCMC higher education center, centered around the VNU in HCMC,
the Danang area higher education center, built on three pillars: Hue University, Danang University, and Duy Tan University (DTU),
the Can Tho higher education center, with Can Tho University at its core.
The government plan thus includes two national universities, two regional universities (Hue University and Danang University) which will be upgraded to national universities, and three local universities: HUST, DTU, and Can Tho University.
One nonpublic school
Among the seven universities designated the cores of the four major urban areas, six are public and one is a private institution: DTU.

Furthermore, digital higher education will become a key pillar of the higher education system, to account for 30% of the total (counted in recognized credits).
The plans put particular focus on the development of a network for digital higher education, for breakthroughs in scale, quality, and training efficiency. This will be a network of higher education institutions according to key industries and fields in the national digital higher education system.
